DENVER — After being listed as doubtful on the Broncos' final injury report of Week 8, safety P.J. Locke is inactive for Sunday's game against the Panthers.
Locke did not practice on Thursday or Friday with a thumb injury.
The Texas product started the Broncos' first seven games and played 97 percent of Denver's defensive snaps.
In addition to starting safety Brandon Jones, safeties Devon Key and JL Skinner and defensive back Keidron Smith are also active for the game.
Tackle Alex Palczewski, who was listed as questionable with an ankle injury, is also inactive.
Palczewski was limited all three days in practice ahead of the game against Carolina.
